Einstein's relativity and the twin paradox?

I am trying to get my head round Einstein's approach to the twin paradox, but am not really a knowledgeable Physicist (as I am a Philosopher. Does time dilation occur as a result of acceleration and deceleration, or does it occur as a result of traveling close to the speed of light?
