What do you think would be best?

My friend is going to Iraq and Kuwait soon with the Army. We are trying to figure out if he could get a cell phone with the ability to still text from there to his friends here back home. I know the blackberry storm works over there I just didn't know if there was a better plan because its kinda pricey. Anyone have any clue? He kinda wanted to stay with Verizon.
